Effective temperature decisions

Select the parameter policy explicitly when normalized temperature should be omitted for a particular model/effort combination. Decisions use actual routed/per-call request settings across generation, streaming, selected counting and batches. Preserve supported zero and unknown values; keep raw controls strict. Old portable snapshots require the trusted receiving host to reconfigure policy. npm run example:parameter-policy inspects real mocked request bodies offline.
